How can I use a DVR without a home phone line?

I have an old ReplayTV DVR that downloads program information by modem-dial-out through a standard home phone. However, I don’t have a home phone anymore. I do have a mobile phone and a broadband connection. Does there exist a device/service to allow me to hook up the telephone line of my DVR to some sort of telephone jack to either my cellphone or my broadband service to allow it to dial out? Thanks.
